Description/Notes:

Primary Purpose:
Oversees Human Resources Services for the district and provides leadership to ensure effective implementation of personnel systems, processes, and compliance. May provide oversight to additional departments as assigned by the superintendent. Supports the superintendent in administrative operations and decision-making as needed
Special Knowledge/Skills:
Knowledge of human resources management, including selection, training, supervision, compensation, benefits, and performance evaluation systems
Knowledge of federal and state employment law, school law, and applicable hearing procedures
Knowledge of district operations, educational systems, curriculum and instruction, and applicable policies and procedures
Skill in leading the design, implementation, and continuous improvement of organizational systems and programs aligned to strategic priorities
Ability to interpret and apply policy, procedures, and data to support decision-making and organizational effectiveness
Ability to manage budget and personnel, and ensure efficient and effective use of resources
Strong communication, public relations, and interpersonal skills, including the ability to present effectively to the Board, staff, and community stakeholders

Experience:
5 or more years of successful administrative experience in education

Major Responsibilities and Duties
1. Provides organizational leadership for human resources to ensure effective implementation of personnel systems, alignment with district priorities, and compliance with applicable laws and policies. May provide oversight to additional departments as assigned by the superintendent.
2. Creates and executes a human resources plan that addresses the district’s current and future needs, including recruitment, selection, onboarding, professional and leadership development, evaluation, and retention strategies.
3. Conducts investigations related to allegations of misconduct or impropriety by district staff as requested and ensures the superintendent is informed of personnel matters and recommendations prior to final action.
4. Supervises and evaluates staff and supports the development of training and improvement plans to enhance organizational effectiveness.
5. Administers personnel processes, including assignment and reassignment, employment contracts, and contract renewals, and makes recommendations to the superintendent regarding hiring, assignment, retention, discipline, and dismissal.
6. Administers employee relations functions, including the grievance process, interpretation and application of policies and procedures, and coordination with district leadership to address personnel concerns and ensure effective communication.
7. Monitors employee satisfaction, retention, and turnover through data analysis and feedback and implements strategies to support employee engagement, recognition, and continuous improvement.
8. Ensures the development, annual update, and communication of the employee handbook, personnel directory, and related policies and procedures.
9. Supports the development, recommendation, and implementation of long-range plans, including oversight of enrollment forecasting, personnel needs, the district academic calendar, and school zoning and boundary planning, including facilitating public input.
10. Leads development and administration of the human resources budget, supports budget processes for assigned areas, and ensures cost-effective operations and responsible fiscal management in alignment with established approval processes.
11. Develops and maintains information systems and records to monitor progress on performance objectives tied to academic excellence indicators, campus improvement plans, and district long-range plans.
12. Ensures implementation and compliance with federal and state laws, State Board of Education rules, and local board policy and keeps the administration informed of developments and changes in laws affecting education.
13. Facilitates communication and collaboration among assigned departments, district personnel, and campus administrators to enhance service delivery and program effectiveness. Maintains visibility within the district and community and demonstrates awareness of stakeholder needs.
14. Attends board meetings and prepares and delivers written and oral presentations as requested.
15. Oversees required reporting and documentation in accordance with the state records management program and may serve as designated records management officer.
16. Keeps the superintendent informed of issues, developments, and decisions impacting district operations.

Qualifications:

Master’s degree in education, business administration, or equivalent required
Doctoral degree preferred
Valid Texas superintendent and principal certification

Salary Range:

$117,000 - $159,00
